Obama EPA Emissions in the News

Tuesday, January 27, 2009
It is expected that the new Obama administration will make some big changes to the EPA. Well, actually, not so much make big changes as change the big changes of the previous administration…

So what’s the gist?

First off, Obama’s EPA will charge the federal agency with regulating Carbon Dioxide, a greenhouse gas, as a vehicle pollutant. A direct opposite tack to the Bush EPA, which saw its hands-off CO2 policy reprimanded by none other than the Supreme Court.

The long-expected increased MPG mandates for autos figure to ramp up sooner to cut CO2 emissions, following California’s lead.

For a long time the Golden State has been granted special waivers from the EPA to enact stiffer emissions regulations, for autos and motorcycles. During the Bush administration a number of other states, a dozen, requested EPA waivers to increase their own regs to match CA. The Bush-appointed EPA chief, Stephen Johnson, put the kibosh on these requests. It is expected that the Obama administration will reverse this decision.

What does this mean to motorcycles?

The answer is nothing, for now. The new rules apply to autos. The precedent of multiple waivers, however, could lead to variable emissions rules from state to state for autos and, potentially, for motorcycles.

ABC Biker -Reply on bike impoundment May 24, 2009 07:40 PM
Jimbollaya, speaking of waking up, let me inform you this is STILL the United States of America and we all have a Constitution (4 pages) in case you didn't know (which I think your clueless of). Next let's make this short and to the point>>> you wake up the cagers and enforce the laws on them for poor driving and killing bikers you will take a huge step in getting the bikers to reduce pipe volume. Also, you may live in the city, but for those of us in rural America that pay taxes also, we have to deal with wildlife running in front of us. Thus, pipes thart off wildlife quickly and easily. And please don't be stupid and tell me to use the horn. St, Louis County experienced Police Officers on an annual basis crack up between 6 and 12 cars a year due to deer. And they have a 2 ton cage around them. If everyone keeps up their whining about this and that, which lead to more control laws then you can honestly say you did your part to help lead this country to socialism government. The constitution, along with the men and women of the armed services didn't give of themselves to have a bunch of bleeding heart whiners ruin the Constitution or this country. So I respectfully request that you grow up and be quiet in respect of those whom fought for everyones rights. May the Lord have mercy on all the whiners that have no family history of fighting for this great country. My family history here goes back to 1772, so I feel I have vested right to speak as a real American.

I think stock exhaust only is the way we will see it soon. Some locales may be friendly to moderate modification. Enforcement will be the issue. Will every leo be able to tell stock from non? Will every officer have a decibel meter. There is currently NO regulation where I am. There are trucks, cars, and motorcycles of all sizes and brands that are horribly offensive. I am guilty too. I have a akra evo on my street zx10. I like it but I am sure it upsets some people. The trick is too keep the revs down where appropriate. I don't know if loud bikes save people from accidents, but in traffic I do find myself trying to alert people to my presence with the exhaust note. Competing in traffic for personal space is a constant battle against cell phones, gps, and various other distractions. Overall we all need to make an effort to stay safe and piss as few people off as possible.

I know what you're saying Jimbolaya, but to blanket statement "all exhausts louder than stock should be banned" is a bit stiff and can mean a lot to different types of bikes. Are we talking a Ninja 250 or a Harley that can break your eardrums straight from the factory? There HAS to be some wriggle room there to help out those that are trying to save their bacon out there. In all honesty, I'd rather have a very quiet exhaust so the cops don't hear me coming roaring through the curves, but I'll take that risk so that Joe Blow does hear me in traffic. :)
Jimbolaya -Crimes you prefer to commit are still crimes January 30, 2009 02:33 PM
Anarchy & order are mutually exclusive. Anarchy is random criminal enforcment only of crimes one prefers to see enforced. Order is an overall willingness to obey the law in spite of personal proclivity & personal justification. I sympathize w/ accident victims, esp motorcyclists. I've worked hundreds if not thousands over my career, including several motorcycle fatalities, one guy right in front of me on a Sunday ride. I also prefer all forms of self-preservation, defensive riding practices & the most punitive criminal penalties for non-bike drivers guilty of injury to all kinds of bikers (I ride bicylces & have owned about 65 motorcycles). Currently non-motorcycle drivers are given way too much latitude re. motorcyclist injury: excuses like "I didn't see him" justify the negligence; that's wrong. The correct response to "I didn't see him" should be "That is an admission of negligence" unless the biker is way speeding. I also favor the most vigorous possible enforcement of all current Federal EPA noise & emissions laws. The persons riding such vehicles regardless of their personal justification require the most punitive discipline possible. I would only draw the line at physical pain, something some of them (almost exclusive H-D riders) have no problem inflicting on the rest of humanity. My friend & I were stuck for almost 10 mins in Las Vegas traffic recently behind two H-D thugs w/ big motors & straight pipes. They blipped their throttles at almost every opportunity. The SPL difference was negligent w/ the windows up or down. As I said, no punishment short of physical pain is too strong for me, & I might even consider that.
Patrick -Can you hear me now? January 30, 2009 12:25 PM
I agree some bikes (yes, more often the Harley types but not always) are very loud, but I can guarantee you the aftermarket exhaust on my Gixxer has saved my butt more than a few times. People don't look for motorcycles while changing lanes, etc., so if they can hear me it definitely helps my cause of wanting to live to see the next day.
Earth Ling -Actually, I can't disagree with all of this. January 28, 2009 09:53 PM
I'm so sick and tired of walking downtown and having these morons with Harley-type bikes revving their engines like poseur jerks. Oh, who cares there are children and mothers with babies, I need to make up for my small dick. The cops should outright billy club them off their bikes. You can hate me for this too, but it is jerks like these that give motorcyclists a bad name, and will have us all suffering eventually.
Jimbolaya -You will hate me for this. I don't care. January 28, 2009 07:45 PM
I pray for the day, the sooner the better, when every single bike w/ louder than stock pipes is banned from the road. I pray for the day when cities wake up & realize they can make money by impounding such bikes then charging huge, punitive penalties for the noise violation (currently already a federal EPA violation). Charge for the violation then add a huge fee to insure the owner re-installs a legal exhaust/intake system (notice I added intake, because some intake systems add a huge quantity to the overall noise level-an intake system is just a horn used in reverse, meaning the air is going in toward the motor as opposed to a musical instrument where the air flows outward). If the owner doesn't bring the back to pass the noise test in 30 days then the next time the bike is stopped the bike is permanently taken off the road. At that time the city may either flatten the vehicle in front of the owner (must attend) or the city makes the bike stock & sells it for profit to finance enforcement. Dealers can fein outrage for their customes while the dealers laugh their way to the bank gettting rich retrofitting legal intake/exhaust systems. You riders/owners w/ loud pipes better be listening (pun intended). You make huge enemies of everyone who prefers a little more peace in their lives. You have no right to your criminal actions. I have not one mg of sympathy for you. Am I blocking? NT state is already considering similar enforcement.
